Dr. Joshua Smith, Esq., serves as UCR Athletics’ Senior Associate Athletic Director for Compliance. Smith was promoted from Assistant Athletic Director for Compliance in February 2023 after joining UCR in June 2018.
Dr. Smith is tasked with all aspects of the UCR Athletics compliance department while serving as the sport supervisor for men’s and women’s golf, men’s and women’s tennis, and men’s and women’s soccer. He also oversees all game contracts and the UCR NIL program
Dr. Smith serves on the Student Affairs Director’s cabinet and has assisted in updating the department's strategic plan. He was instrumental in planning the men’s soccer program’s trip to Mexico City in 2023, as well as leading search committees for women’s soccer, golf, and baseball head coaches. He also submitted the bid to host a men’s basketball postseason game and has created and updated policies and procedures for multiple areas including NIL.
Dr. Smith has worked in college athletics compliance since 2010 with stops at Toledo, Bowling Green, Southeastern Louisiana, Old Dominion, and most recently, Eastern Illinois. He was an adjunct professor at Southeastern Louisiana and ODU, has co-authored studies on NCAA Rules Violations and Fair Labor Standards in Major League Baseball, and has given numerous presentations on sports law.
He is a two-time graduate of Bowling Green with his bachelor’s and master’s in Sport Administration, holds a Juris Doctor from Toledo, and in May 2026, completed his Doctorate of Education in Global Sports Leadership from East Tennessee State.
He serves as a mentor on the Highlander Mentor Connection and on the Martin Luther King Jr. High School Parent Advisory Committee.
